PROBLEM TO BE SOLVED: To easily specify the sort of a fault and a part generating the fault by copying a specified main signal cell simultaneously with the passage of the main signal cell, sending the copied cell to a specific pass, receiving and storing the sent copied cell, and checking data transfer quality by using the copied cell. SOLUTION: One or plural specified main signal cells SC are copied by at least two copying means 11 simultaneously with their passage. The copied copy cells CC1, CC2 are sent to a specific pass 13. A data checking means 12 receives and stores copy cells CC1, CC2 sent from respective copying means 11. Then data transfer quality in an ATM exchange 1 is checked by using the stored copy cells. When any fault occurs, which part in the ATM exchange generates the fault or what is the sort of the fault can be specified.
