PROBLEM TO BE SOLVED: To provide a hydraulic permanent engine by rotating a waterwheel by water falling from an upper water tank, introducing water used for the waterwheel to a lower water tank through plural arm members, and sending the water of the lower water tank to the upper water tank by successively actuating plural pumps by using the arm members. SOLUTION: Arm members 9 are arranged at a rate of two units to a single unit of a large number of pumps 15. Receiving pans 10 are installed on the tips of the arm members 9, and when the receiving pans 10 approach each other, an opening- closing valve 6 of the upper stage receiving pan 10 is opened, and water is moved to the lower stage receiving pan 10. A lower water tank 14 is arranged in the lowest position, and water of the receiving pan 10 is stored. A waterwheel 4 rotates by water fallen from an upper water tank 1 existing in an upper stage position, and the water from the waterwheel 4 enters the uppermost stage receiving pan 10 through an intermediate water tank 5, and it goes down by weight of the water. The water moves to the lower stage receiving pan 10 through the opening-closing valve 6, and the arm members 9 actuate the pumps 15 through a rod 18 and a slide bar 9. The water fallen in the lower water tank 14 from the receiving pan 10 falls in the upper water tank 1 by passing through a water supply pipe 19 and the pumps 15, and the above process is continued.
