PROBLEM TO BE SOLVED: To provide a heat storage tank inside which a waterproof layer can be formed in a short time through the direct use of forms after concrete has hardened. SOLUTION: A heat storage tank has a heat insulating layer 12 formed on the inner surface of its skeleton and has a waterproof layer formed inward of the heat insulating layer 12, the skeleton obtained from forms formed when composite plate type form panels 24 each comprising a form plate with a heat insulating material 12 mounted on one side, or single plate type form panels 23, are connected together by separators 26 while in a spaced, opposite relation to one another, with concrete placed in a concrete placing space 23. The waterproof layer is formed by enclosing a bag 30 made of a waterproof sheet in a space defined by the forms, inflating the bag 30 with a gas 31 to bring the bag 30 into intimate contact with the inner surfaces of the forms, and bonding the bag 30 to the inner surfaces of the forms via adhesion means 32; the forms are not dismantled even after the concrete has hardened but used as part of the skeleton.
