PROBLEM TO BE SOLVED: To inhibit homopolymerization of monomers by solution-polymerizing anα,β-unsaturated monocarboxylic acid ester-based monomer and anα,β-unsaturated dicarboxylic acid-based monomer in water and a hydrocarbon-based organic solvent. SOLUTION: 20-70 mol.% of (A) anα,β-unsaturated monocarboxylic acid ester-based monomer of the formula (wherein R<1> is H or methyl; R<2> is H or 1-24C hydrocarbon group; AO is 2-18C oxyalkylene and when two types exist, any configuration such as block or random is possible; and n is an average addition molar number of the oxyalkylene and 1-100) and 80 mol.% of (B) anα,β-unsaturated dicarboxylic acid-based monomer are copolymerized in a mixed solvent of 1-10 wt.% of water and 100-400 wt.%, preferably 180-320 wt.% of a hydrocarbon-based organic solvent at 0-120 deg.C for 1-50 hours to obtain a copolymer which has a weight-average molecular weight of 1,000-100,000 and a ratio of the components A and B of 0.5-1.5.
