PROBLEM TO BE SOLVED: To enable a ciphering only with a simple mouse operation and to enable security of high degree by inputting a password by a position and order of a dotted column on a picture displayed on a screen. SOLUTION: A user environment information registration module 111 sets up a system environment of those who try to use a picture password and registers a name of a user. A background picture selection/registration module 112 registers a background picture when the user uses the picture password, and the user selects and uses the picture data stored in picture data or other storing medium selected out of the background picture registered. A superimposed mesh selection/registration module 113 has a mesh of horizontal and vertical lines of arbitrary fineness superimposed on a picture that the user uses. At the time of using the picture password, the mesh registered by this processing is superimposed, a position on the picture the user instructs and a recognition range on a system side are made to coincide and judged.
