Each of 1st and 2nd memory selectors 79, 80 selects an I or P picture stored in the memories 74 to 77 and supplies the selected picture to a reference picture generating selector 86, etc. The selector 86 generates reference picture data based on data supplied from an averaging circuit 85, the memory selectors 79, 80, etc., and supplies the generated reference picture data to the adder 73. An output picture selector 83 selects respective pictures stored in the memories 74 to 77 based on prescribed display order and outputs these selected pictures by raster scanning.
