<p>PROBLEM TO BE SOLVED: To reduce delay without impairing the amount of encoding per frame by setting a shuffling range in a field unit or less and transmitting picture data or the like that are compressed and encoded on an ATM cell. SOLUTION: Video, sound and data are inputted to an encoding mode switch means 0201 respectively, compressed and encoded in accordance with an encoding mode signal from outside by way of any of a frame internal compression encoding means 0202, a field internal compression encoding means 0203 and (1/5) field internal compression encoding means 0204, and inputted to an exchange means 0105 of an ATM cell of encoding data by a switch means 0205. In the case of a standard video signal of NTSC system, if, for example, the (1/5) field internal compression encoding means 0204 is selected and the (1/5) field internal compression encoding means is performed on the basis of a DV system, data in a (1/5) field are shuffled; so only a delay of the (1/5) field, that is, about 13 ms delay.</p> |
