PROBLEM TO BE SOLVED: To prevent illegal information leak and to guarantee the safe operation of a network by providing access evaluation/control part connected between respective terminals for setting/evaluating access matrixes and a network. SOLUTION: The multiple access evaluation/control parts 9 connected to the network 7 and the terminals 11 connected to the respective access evaluation/control parts 9 are provided. At the time of changing access right, the plural access evaluation/control parts 9 connected to the network 7 mutually collect the access matrixes, detect a covert channel and judge whether the change of access right is necessary or not. When the change of access right is necessary in the respective access evaluation/control parts 9, the effect is transmitted to a user, access right is changed and the covert channel of the corrected access matrix is verified. Then, the respective access evaluation/control parts 3 decide the access matrixes and the whole matching of the plural access evaluation/ control parts 9 connected to the network 7 is recognized. |
