PROBLEM TO BE SOLVED: To provide a moving vector detecting method and an image encoding device capable of reducing operation quauatity, speeding up processing and reducing the whole encoding quantity. SOLUTION: A current image for one frame is inputted by a visual light CCD 1 and divided into plural blocks, which are stored in a VRAM 7. Similarly current image (temperature information) for one frame is inputted by an infrared CCD 4 and divided into plural blocks, which are stored in the VRAM 7. A CPU 8 retrieves the temperature information of past picture data stored in the VRAM 7 based on the temperature information of respective blocks stored in the VRAM 7 in accordance with a program stored in a ROM 9, detects the moving vectors of the divided blocks and then encodes differences between the moving vectors corresponding to the temperature information and image information based on visual light. |
