PROBLEM TO BE SOLVED: To prevent the occurrence of defective transfer due to the level difference, etc., of a toner image by specifying a contact pressure at a transfer nip part between an intermediate transfer body and a transfer belt. SOLUTION: The end part of a normal paper sandwiched between a pair of Mylar(R) sheets is pulled through a tension gauge while holding the Mylar(R) sheets between the intermediate transfer belt 501 and the secondary transfer belt 601 in the secondary transfer nip part. A frictional force generated between the normal paper and the Mylar(R) sheets is obtained based on the reading results by the tension gauge at that time. The frictional force is expressed by the product of the friction coefficientμbetween the normal paper and the Mylar(R) sheets and the contact pressure, then, it is used as a parameter for estimating the contact pressure. The tension of the secondary transfer belt 601 and the pressure of a secondary transfer bias roller 605 against a secondary transfer roller 510 are adjusted so that the frictional force may be controlled to be >=1000 gf, and then, the contact pressure between the intermediate transfer belt 501 and the secondary transfer belt 601 at the secondary transfer nip part is set.
