PROBLEM TO BE SOLVED: To provide a dynamic image scanning conversion device capable of generating a dynamic image smooth in the motion of image by composing and interpolating a frame without requiring a complicated circuit, and capable of scanning-converting encoded dynamic image data consisting of twenty-four frames per second into a progressive scanning type dynamic image data of sixty frames per second. SOLUTION: The dynamic image data A obtained by a decoding means for decoding encoded moving image data consisting of twenty-four frames per second are scanning-converted into interlace scanning type moving image data B consisting of sixty fields per second. Then two adjacent fields b1, b2 on the time series of the data B are mutually combined to generate frame data e1 of progressive scanning type moving image data E consisting of sixty frames per second and execute scanning conversion.
