PROBLEM TO BE SOLVED: To preferentially read the packet of large influence by delay and to evade the degradation of transmission characteristics and operability. SOLUTION: Input cells are discriminated by a packet length, a function or the combination and respectively housed in corresponding packet housing means 2 and 3 and a switching means 4 reads the cells housed in the respective packet housing means 2 and 3 by a packet unit. Also, a part or all of the plural packet housing means 2 and 3 can house the cells for respective connections. Also, the switching means 4 can preferentially perform output from the packet housing means 2 housing short packets.
