摘要 <p>PROBLEM TO BE SOLVED: To make the distribution of a light wave asymmetric and to modulate the light wave with small inserting loss and by a low driving voltage by polarizing and scattering the light wave in polarization inverting areas by raising and lowering the refractive indexes in the respective polarization inverting areas and respective natural polarization areas formed in an optical waveguide when a prescribed voltage is impressed on a first electrode. SOLUTION: In the optical waveguide BOB1, the left-side refractive index is raised and the right-side refractive index is lowered according to the impressed electric field. That means, diference between the left and the right refractive indexes can be reduced by using polarization inversion structure. Besides, waveguide mode light is deflected to the left side. In the optical waveguide COC1, the left-side refractive index is lowered and the right-side refractive index is raised according to an impressed electric field. Then, the waveguide mode light is deflected to the right side. Since the waveguide mode light deflected to the left side by the BOB1 is made incident on the COC1 whose polarization inversion area is opposite and one part thereof is scattered on a substrate while being deflected to the right side, the light intensity thereof is drastically weakened after it is passed through a modulation area.</p>
