PROBLEM TO BE SOLVED: To improve elevating function by pivoting a floor plate on a ledger frame in such a manner as to be opened and closed to form a staircase opening part. SOLUTION: This opening and closing ledger frame 1 is so constructed that a ledger frame body 6 is formed by first frames 2, 3 and second frames 4, 5, the end corner of a floor plate 8 is pivoted on the frames 4, 5 by bolts 28 to open and close the floor 8 in the frame 6, and at the time of closing the floor 8, the floor 8 is engaged with the frames 2, 3. In constructing the frame scaffold, a staircase is stretched between the horizontal muntin of upper and lower vertical frame, and a ledger frame 1 is erected between the horizontal muntin between the vertical frames above the staircase. At the time of going up and down the staircase, grips 34 are grasped to open the floor 8 upward to the side of the frame 6, and the frame 6 is opened. At this time, the frame 6 is prevented from being fallen down due to the wind or the like by frictional elasticity of an elastic member provided on a pivotal part, and an expand metal 18 is laid on the floor 8, whereby at the time of opening the floor 8, the existence or absence of a worker can be confirmed.
