PROBLEM TO BE SOLVED: To obtain a one-powder compsn. which prevents workers from making mistakes in compounding, can be transported at a low cost, does not freeze in cold seasons, and is useful for a coating material, etc., by homogeneously mixing a PVA powder with an inorg. powder and/or an org. powder in a specified ratio. SOLUTION: This compsn. is prepd. by homogeneously mixing a PVA powder having a degree of saponification of pref. 75-99 mol.%, still pref. 80-95 mol.%, further pref. 85-92 mol.%, and/or an average particle size of 4 mm or lower, pref. 1 mm or lower, still pref. 150μm or lower, with an inorg. powder (pref. calcium carbonate) and/or an org. powder (e.g. a wheat flour) in a specified ratio, pref. in a ratio of the PVA powder to the powders added of (1/0.2)-(1/10). The PVA powder can be dissolved in normal-temp. water without forming undissolved granules. If necessary, a powdery additive, pref. a powder emulsion of a re-emulsification type, is added.
