PROBLEM TO BE SOLVED: To reduce the possibility of the mixture of foreign objects by providing a filter in a housing being provided at the through hole of the bottom wall of a pressure container. SOLUTION: A mechanism has a hollow piston 9 that is arranged in a housing being provided at the through hole of the bottom wall of a pressure container and is connected to a control rod and a driving device that drives the hollow piston 9 and inserts and pulls out the control rod. A filter 19a for preventing foreign objects from being mixed is provided in the housing. The filter 19a is in stainless gold mesh. And, the mesh of the gold mesh is for example set to approximately 50μm but may be smaller as far as it does not prevent purge water from rising or the mesh may be made rougher for a target to be captured. The filter 19a is fixed by engaging its one portion between a pocket part 18 of a connection member 12 and a projecting part 17 of a control rod guiding pipe.
