The system has a drive shaft (21) and a drive force transfer mechanism to a driven shaft (24) for opening and closing an inlet or outlet valve (23). A variable controller in the transfer mechanism varies the relative angular offset between the drive and driven shafts within a certain angle. A control rotation angle is set (30) to optimize the offset for the engine (1) operating mode. The air-fuel ratio is varied with the operating mode and the control angle is corrected for the air-fuel ratio.
