PROBLEM TO BE SOLVED: To obtain the subject composition that is excellent in resistance to oil separation, moist feeling, cream spreadability, in addition, cosmetic applicability and resistance to make-up collapse, when it is used as cosmetic primer, by formulating specific amino acids and/or saccharides to borage oil. SOLUTION: The objective composition is obtained by formulating (A) amino acids, preferably glycine or arginine and/or (B) saccharides preferably sorbitol or trehalose to borage oil that is extracted from borage grass and containsγ-linolenic acid. The amount of the component A is 0.01-10 pts.wt. per 100 pts.wt. of the borage oil, while the weight ratio of the component A to the component B is 1/2-5/1, when they are used in combination. The effect of this composition is markedly revealed, when lecithin (as soybean lecithin) is formulated in an amount of 0.1-30 pts.wt. per 100 pts.wt. of the borage oil.
