PROBLEM TO BE SOLVED: To improve image clarity by connecting a polyester film to nonwoven fabric made of polyester fiber without adhesive, and specifying thermal shrinkage factor in a lengthwise direction, thereby eliminating plate attaching wrinkle and reducing voids. SOLUTION: The thermal stencil printing base sheet is constituted by connecting a polyester film to nonwoven fabric made of polyester fiber via adhesive and setting shrinkage factor in its lengthwise direction to 80 deg.C×3 hours at 0.5% or less. No problem of a decrease in strength of a heat sensitive stencil base sheet due to moisture, organic solvent or the like in ink does not occur without adhesive. Void due to obstruction of passage of the ink can be prevented. When thermal shrinkage factor at 80 deg.C×3 hours in a lengthwise direction of the base sheet is 0.5% or less, a plate attaching wrinkle is not brought about. Voids are reduced. Hence a printed matter having excellent image clarity can be obtained.
