PROBLEM TO BE SOLVED: To form a plurality of rod-shaped foams light in wt. and excellent in cushioning properties and restoring properties by plasticizing a water- containing raw material by an extruder to extrude the same into a chamber having a cross-sectional area larger than the total cross-sectional area of a plurality of rod-shaped foams extruded from a plurality of the extrusion perforations of a perforated plate to foam the raw material by steam. SOLUTION: A water-containing raw material is plasticized by an extruder to be extruded into a chamber 9 from a plurality of the perforations of a perforated plate 5 to be foamed by steam to form a plurality of rod-shaped foams 6 and, thereafter, a plurality of the rod-shaped foams 6 are squeezed by a molding opening part 8a to be mutually closely bonded to be integrated and continuous foam 10 having a cross-sectional shape conforming to that of the molding opening part 8a is extruded.
