PROBLEM TO BE SOLVED: To obtain the subject cosmetic that can retain skin care effect for hours and gives fresh feeling without greasiness by allowing the cosmetic to contain a block polymer, an oil substance, a water-insoluble powder with a specific particle size and water. SOLUTION: The objective cosmetic includes (A) a block copolymer having 2 or more kinds of blocks selected from ethylene, propylene, butylene, isoprene, butadiene and the like (preferably ethylene propylene block copolymer), (B) an oily substance (preferably methylpolysiloxane), (C) water-insoluble powdery particles with an average particle size of 0.1-50μm (preferably talc or the like), water, when necessary, a cold sensation agent (preferably 1-menthol) and a thickener (preferably (meth)acrylic acid/alkyl (meth)acrylate copolymer. In a preferred embodiment, the amount of the component B is 1-10 wt.% and the gel of the components A and B is 1-10 wt.%, and the component C is 1-60 wt.% and the amount of water is 0.5-5 times by weight of the component C.
