PROBLEM TO BE SOLVED: To make garbage into compost by composing a garbage moisture adjusting material of an adjusting material body for adjusting moisture in the garbage and inhabiting microorganisms and a bag made of biodegradable plastic packed with the adjusting material body. SOLUTION: This garbage moisture adjusting material 13 consists of an adjusting material body such as cedar sawdust having, for example, about 0.1 mm∼10 mm particle size and a bag made of biodegradable plastic packed with the adjusting material body. After the garbage adjusting material 13 is thrown in to a treating tank 20, by rotating an agitation blade 14, the bag is broken to diffuse the adjusting material body into the treating tank 20. As the garbage moisture adjusting material 13, that in which easily decomposable organic matter such as starch glue is used as adhesive material is used and, by using it, the adjusting material body such as cider sawdust having, for example, about 0.1 mm∼10 mm particle size which is compression molded into a rectangular parallelepiped, for example, 10 cm long, 15 cm wide and 25 cm high is used.
