The air-conditioning plant maintains the air-conditioning parameters within individual rooms or zones within the building using program controlled heating, cooling and ventilation devices. The individual rooms have detectors (5, 5') for detecting room occupation, the occupation data correlated with stored working hours data for control of the heating, cooling or ventilation devices.
