The device has bridge elements (1) interconnected by hinges (2) which are located so that the bridge elements can be folded up in concertina fashion. The bridge elements are at least partially equipped with inflatable floats (4), and are at least partially anchored, whereby each element is connected to a weight (9) by a cable (8). At the other end the cable is attached to the bridging element by a pulley block arrangement.
