PROBLEM TO BE SOLVED: To provide a high-pressure reformer that can give high reformation efficiency under a high pressure of 7-8 atm without increase in the operation temperature of the plate reformer. SOLUTION: This high-pressure reformer comprises a plurality of plate reformers 12a and 12b in which the reforming chambers Re and the heaters H are alternately laminated, the burner 14 that feeds the combustion gas to the heating chambers H mounted on the outside of the plate reformers and the hydrogen separator for separating hydrogen from the reformed gas containing hydrogen. The reformation chamber Re comprising a plurality of plate reformers are connected via the hydrogen separator 16 in series and the hydrogen gas 9 that is passed through the bypass line and separated in the hydrogen separator is fed to the anode of the fuel cell.
