<p>PROBLEM TO BE SOLVED: To provide a coder in which an optimum prediction value of a motion vector is obtained and a coding efficiency of the motion vector is much more improved. SOLUTION: In the coder 100, a distribution amount calculation section 130 calculates a degree of a horizontal and vertical component distributed amount of a reference motion vector. A selection signal generating section 140 generates a selection signal, based on the degree of the distribution amount. A median filter 200 decides a 1st prediction value where horizontal and vertical component median values of the reference motion vector are used for both components. A minimum deviation selection section 170 decides a 2nd prediction value having horizontal and vertical components minimizing a difference between the component of a current motion vector and a component of a reference vector. A switch 150 selects a 1st or 2nd prediction value as an optimum prediction value. A differential coding section 210 encodes a current motion vector.</p> |
