PROBLEM TO BE SOLVED: To attain a system capable of registering a user without allowing a system manager to determine user ID at the time of registering the user by the system manager. SOLUTION: A user information input receiving means 21 applies an inputted name or the like to a user ID determining means 22, which determines a temporary user ID from the received name or the like and a user information file retrieving means 23 retrieves whether the same user ID as the temporary user ID has been registered or not.
