摘要 <p>PROBLEM TO BE SOLVED: To unnecessitate an adjusting circuit for operation accuracy, to improve an operation speed on a circuit design and the degree of freedom of a layout and to suppress the increase of a layout area by providing a quantizing means with an analog divider or a pipeline divider. SOLUTION: A DCT coefficient is supplied to a quantizer 21 from a DCT converter through a terminal 23. The DCT coefficient that is supplied through the terminal 23 is sent to a divider 27, and a quantization scale and data of a quantization matrix table which are supplied through terminals 24 and 25 are handed over to a multiplier 26. The multiplier 26 generates a quantization step by multiplying the quantization scale and the data of the quantization matrix table. The quantization step is sent to the divider 27. The divider 27 performs quantization in which the DCT coefficient is divided by the quantization step. Data that is acquired through division as a quotient by the divider 27 is a quantized DCT coefficient and the quantized DCT coefficient is transmitted to an inverse quantizer 22 and a terminal 7.</p>
