PROBLEM TO BE SOLVED: To effectively record an MPEG(moving picture expert group) transport stream by a DVCR(digital video cassette recorder). SOLUTION: A time base of the transport stream is compressed by adding a time stamp as timing information to represent timing when the transport stream is inputted to the transport stream and storing the transport stream is buffer memory 20 in an adding circuit 11. And the transport stream to which the time stamp is added and whose time base is compressed and converted into a stream of a DIF(digital interface) formal (DIF stream) and recorded in the DVCR 5 by an I/F 21. In addition, the DIF stream reproduced in the DVCR 5 is restored to the original transport stream based on the time stamp which is added to it.
