SOLUTION: Image data 103 is discrete cosine-transformed in a one- dimensional discrete cosine transformation(DCT) circuit 104 and macro coefficient data 113 are outputted. These data are inputted to a storage device 106 and data are rearranged so that data having the reciprocals 112 of the same quantization coefficients continue and they are read as data 116 in a storage device read/write means 107. In a quantization circuit 115, the value of the reciprocal 112 of the quantization weighting coefficient changes with every picture element index, and the value of the reciprocal 114 of a quantization step size charges with every macro block coefficient data 113. Thus, the operations of the one-dimensional DCT circuit 104, the storage device read/write means 107 and the quantization circuit 115 are stopped by a control signal 109 generated in a counter 108. Multiplication is executed during that time and an intermediate multiplication result is generated. This result is multiplied by the rearranged data 116 and a quantization value 117 is outputted.
