PROBLEM TO BE SOLVED: To suppress the deterioration of picture quality at the latter half of a frame by means of under flow avoidance while the under flow of a VBV (video buffering verifier) buffer is avoided. SOLUTION: In this dynamic image encoding device controlling code generation quantity with a quantization parameter, a VBV buffer counter 11 measures the occupation quantity of the VBV buffer. A quantization coefficient operation part 12 calculates a quantization coefficient from VBV buffer occupation quantity. A quantization parameter modulation part 13 corrects the quantization parameter based on the calculated quantization coefficient.
