PROBLEM TO BE SOLVED: To provide a traffic descriptor decision method, the traffic transmission scheduling method, the communication terminal equipment and the recording medium where a communication service is inexpensively served by selecting a parameter of a traffic descriptor well. SOLUTION: A charge table is read and a peak cell (packet) rate is decided according to a predetermined equation for each interval of a cell delay fluctuation tolerance (hereinafter abbreviated as CDVT) (or packet size) of the charge table to be read and a value of the charge table is read based on the pitch and the predetermined peak cell (packet) rate, a minimum value is obtained based on the charge table decided and read for each pitch of the CDVT (or packet size) and the pitch of the CDVT (or packet size) and the peak cell (packet) rate corresponding to the minimum value are decided.
