PROBLEM TO BE SOLVED: To prevent congestion of communication in an asynchronous transfer mode ATM network and resulting service quality degradation and to relieve the load of the ATM network by deciding definitely routing of broadcast cells in the broadcast control system of the ATM network and the configuration equipment. SOLUTION: A broadcast routing control cell transmission means 1a of a network equipment 1 connecting to a service terminal 5 sends a broadcast routing control cell to an ATM network. A control cell relay means 3a of a network equipment 3 stores a reception path facing a shortest transmission path from the network equipment 1 of a sender to its own network equipment 3 based on the same broadcast routing control cell reached via pluralities of paths to a path selection storage means 3b as data. A broadcast cell relay means 3c receiving a broadcast cell conducts relay processing of the broadcast cell only when the path receiving the broadcast cell is stored in the path selection storage means 3b.
