PROBLEM TO BE SOLVED: To provide the method and system for assigning resource amount by which the resource amount is assigned with excellent cost performance while satisfying a service quality requirement by the user. SOLUTION: This resource amount assignment device 30 placed at an entrance of a public network 20 is provided with an interface section 31 for connection to a user terminal 10, a user unsatisfaction calculation section 32 that calculates unsatisfaction of the user with respect to service quality, a resource cost storage section 33 that manages the charge imposed on the occupancy of a network resource, and an assignment resource amount calculation section 34 that calculates an assigned resource amount based on the user unsatisfaction and the charge imposed on the resource amount, and a user relative service quality requirement by the user is received and a function to express the user unsatisfaction is decided. Then the assignment resource amount calculation section 34 decides the function expressing a required resource amount and the resource cost is received from the resource cost storage section 33 and an optimum resource amount is calculated and informed to the user terminal 10 via the interface section 31.
