PROBLEM TO BE SOLVED: To provide a high-oxygen steel sheet for vitreous enameling, which is used in a wide range of the field such as kitchen utensils, medical appliances and chemical containers, excellent in surface property and porcelain enameling property and manufacturing method thereof. SOLUTION: This high oxygen steel is prescribed so as to contain, by weight, <=0.005% C, <=0.005% N and 0.04-0.07% O and, when the thickness is expressed by (t), grain-size distribution from -2σto +2σ(wherein,σshows the standard deviation of the grain-size distribution.) of oxidic inclusion in the middle part other than the part from the surface to 1/8t is 0.1-10μm, the volume fraction of the inclusion is 0.1-1.0% and the grain-size distribution from -2σto +2σof the oxidic inclusion in the outer layer part from the surface to 1/8t is 0.1-7μm, the volume fraction of the inclusion is <=0.8% and the volume fraction of the oxside base inclusion having the grain size of >=50μm is <=0.1%.
