PROBLEM TO BE SOLVED: To obtain a device using an intermediate transfer body capable of satisfying both of the increase of transfer efficiency and the lowering of the level of scattering by forming the intermediate transfer body into the shape of a roller and setting the 10-piece average surface roughness of an elastic layer and the film thickness of a surface layer, in the intermediate transfer body, within specific ranges respectively. SOLUTION: In this image forming device, an image formed on a first image carrier is transferred onto the intermediate transfer body 20 and then, a second image carrier. Then, in the device, the intermediate transfer body 20 is formed into the shape of the roller and provided with the elastic layer 101 and the surface layer serving as an outermost layer, the 10-piece average surface roughness Rz of the elastic layer 101 is set within the range of 0.5-30μm and the film thickness of the surface layer is set within the range of 3-50μm. The surface layer is preferably made of urethane resin. It does not matter if this urethane resin incorporates powder having high lubricity. Further, as the first image carrier, a photoreceptor drum constituted in such a manner that the surface of a rigid body roller having conductivity is covered with a photoreceptive layer can be used as well and as a photoreceptor, an organic one can be used.
