Pyridonecarboxylic acid derivatives of general formula (I), and esters and salts thereof; drugs containing them; and bicyclic amine compounds which are direct intermediates for the pyridonecarboxylic acid derivatives, wherein R is optionally halogenated cycloalkyl or the like; X is hydrogen, lower alkyl, hydroxyl or amino; Y is hydrogen or halogeno; A is nitrogen or a group of C-Z (wherein Z is optionally halogenated lower alkoxy or the like); R1 and R2 are each independently hydrogen or the like; R3 is hydrogen or lower alkyl; R4, R5, R6, R7, R8 and R9 are each independently hydrogen, halogeno or lower alkyl; m is 0 or 1; and n and p are each independently 0 or 1.
