PROBLEM TO BE SOLVED: To brake a vehicle automatically without stopping the engine, when making contact with something, and be moved promptly after it has been removed. SOLUTION: When a touch sensor 14 detects that a vehicle made contact with something, a controller 33 operates an emergency brake operation means 16, an emergency clutch operation means 17. and an emergency engine adjustment means 18 according to the detection output of the touch sensor 14. Therefore, the emergency brake operation means 16 operates a brake device irrespective of whether or not a brake pedal is being operated, the emergency clutch operation means 17 releases a clutch irrespective of whether or not a clutch pedal is being operated, and the emergency engine adjustment means 18 puts the speed of the engine 21 into idle irrespective of whether or not an accelerator pedal is being operated.
