SOLUTION: Waste W in a waste pit 1 are supplied to a thermal decomposition drum 4 to be dry distilled and thermally decomposed and a thermal decomposition gas coming out of a discharge apparatus 5 and a fine particle sorted from thermal decomposition residue by a separation apparatus 7 are burned in a burning and melting apparatus 6.
