PROBLEM TO BE SOLVED: To prevent a third person from illegally issuing an IC card by deciding whether or not a medium that an operator has is proper when the device is actuated and allowing an issue part to operate when the medium is proper. SOLUTION: When an inserted card is a key card 40 corresponding to the IC card issuing device, a read command for reading card authentication data is sent to the key card 40. In response to this read command, the card authentication data are sent out from the key card 40 and the inputted card authentication data are matched against medium authentication data stored previously in a data memory 17. When they match each other, it is decided that the key card 40 is proper. Namely, the operator is identified as a person who has the right to perform an issuing process. Thus, when the key card 40 is proper, the issuing process by the issuing machine is allowed according to the reception of an issue command from the host computer 1. |
