PROBLEM TO BE SOLVED: To provide a means for connecting an emergency call to an optimum incoming call destination without needing dialing operation by a possessor of a radio terminal equipment on emergency. SOLUTION: A control signal storage means 17 stores an emergency call dialing factor that is included in notice information and receptible, a dial cause analysis means 23 collates an emergency sensed by a sensor with the stored and receptible emergency call dialing factor to discriminate an optimum emergency call dialing factor and a dialing cause transmission means 24 sends automatically an emergency setup signal including the discriminated emergency call dialing factor. An exchange station selects an optimum emergency call dialing factor based on the emergency setup signal including the emergency call dialing factor to connect an emergency call.
