PROBLEM TO BE SOLVED: To detect the abnormality of the reception part of a card reader. SOLUTION: A non-contact card reader 2 is constituted of an antenna part 20a for reading the identification information of an ID card 1 and a controller part 20b for transmitting the identification information to a leaving/entering management device 3. The management device 3 identifies an entering/leaving person by the identification information from the reader 2. A CPU 21 transmits operation confirmation information to the controller part 20b at every prescribed time interval t1.
