PROBLEM TO BE SOLVED: To easily generate seat layout data and to shorten the generating operation time by reading the center coordinates of seats out of image data read out of a seat layout drawing and generating the seat layout data. SOLUTION: An object file generation part 121 generates an object file 111 by adding object numbers for discriminating seats to coordinates showing the positions of pieces of image data decided as the seats. Then a seat position file generation part 122 calculates the center coordinates of respective objects from the coordinates of the pieces of image data in the object file 111 and stores the calculated center coordinates in a file on a magnetic disk drive 103 to generate a seat position file 112. A seat attribute file generation part 123 arranges controls as attribute information corresponding to the seats according to the center coordinates in the seat position file 112 and adds the center coordinates in the seat position file 112 as information showing the seat position in the controls.
