PROBLEM TO BE SOLVED: To form an uniform phosphor layer on the side surfaces of bulkheads and a substrate surface in the bottom part between bulkheads even when a plasma display panel is more highly fined and enlarged in screen by forming a phosphor layer by use of a phosphor forming material consisting of a photoresist and a phosphor paste with a viscosity in a specified range dispersed in the photoresist. SOLUTION: A photosensitive phosphor paste 61 is obtained by mixing phosphor particles in a photoresist having a viscosity of about 500 cp which contains an urethane acrylate resin as solid component, and uniformly dispersing the phosphor particle into the photoresist by a stirrer or roll mill treatment device. As the photoresist, a photoresist based on an acrylic resin excellent in burning decomposability is preferred since an organic resin component is baked and extinguished in order to provide a final phosphor layer 28a. The viscosity of the photosensitive phosphor paste 61 is regulated within the range of 1 cp to 50 cp in order to form an uniform phosphor layer on the bottom part between bulkheads and the bulkhead side surfaces.
