PROBLEM TO BE SOLVED: To provide the image recorder that conducts coding under the coding condition suitable for a program type and records the coded data onto a recording medium by changing a coding condition such as a bit rate when coding of a television signal depending on a type of the program. SOLUTION: A coding condition generator 105 decides a coding condition of a television signal, based on the type of a television program. A video signal coder 102 and an audio signal coder 103 code the television signal under the condition of the coding condition decided by a coding condition generator 105 to generate a data stream. A data recording controller 117 records the data stream and a condition required for decoding the data stream to a recording medium 106.
