PROBLEM TO BE SOLVED: To provide accurate picture extraction and compensation by performing energy compensation and energy inverse compensation, based on energy distribution of a high resolution picture, in the process of extracting a low resolution picture from a high resolution picture and compensating it. SOLUTION: An energy compensator 22' calculates total energy TE about a video signal from an 8×8 block discrete cosine transformer and partial energy PE about a video signal of a 4×4 block which is in the upper left inside an 8×8 block, respectively. An energy ratio calculating part 22'b calculates the ratio of an energy ratio (√TE/PE), an energy square root calculating part 22'c calculates a square root, and a multiplier 22'd multiplies the square root of the energy root by weighted value (W) to find energy compensation value(ECV), offers it to an energy inverse compensator and compensates energy by multiplying a DCT(discrete cosine transformation) coefficient of a 4×4 block extractor by it. Thus, a drift effect is improved and an excellent picture quality is maintained. |
