PROBLEM TO BE SOLVED: To provide the encode system for digital data by which a plurality of electronic watermark data are inserted to original image data without increasing the circuit scale and the processing time. SOLUTION: The system is provided with a field discrimination section 120 that divides a digital data signal based on a prescribed reference, an electronic watermark data selection output section 130 that selects and outputs proper data in a plurality of different electronic watermark data prepared corresponding to the division depending on a discrimination result of the field discrimination section 120, and an electronic watermark data insert device 140 that inserts the electronic watermark data supplied from the electronic watermark data selection output section 130 to the digital data signal, and the electronic watermark data are inserted to the digital data signal with a series of field data by using the electronic watermark data insert device 140.
