<p>PROBLEM TO BE SOLVED: To code an image in the unit of blocks by a high efficiency coder. SOLUTION: The coder is provided with 1st coding decoding means 6, 18 that code blocks separated from coded blocks independently and locally decode the code to obtain a decoded image, 2nd coding decoding means 4, 6, 18 that generate (8-15) a 1st interpolation prediction signal from a coded block and an independent block with respect to each pixel of a 1st prediction block with coded blocks on its upper and lower sides or its left and right sides from the coded block and the independent block and code a prediction residual signal obtained by subtracting each pixel of the 1st prediction block, and 3rd coding means 4, 6 that generate (8-15, 20) a 2nd interpolation prediction signal from the coded blocks and the 1st prediction block in existence vertically and horizontally to the 2nd prediction block with respect to each pixel of the 2nd prediction block whose upper/lower and left/right sides have the coded blocks and code the prediction residual signal obtained from the subtraction of each pixel of the 2nd prediction block.</p> |
