<p>PROBLEM TO BE SOLVED: To uniformly maintain an image quality and also to perform encoding to a target rate with high accuracy so that record time can be insured by storing an input signal, repeating the stored input signal plural times to perform compression encoding, generating plural coded data and outputting what is prescribed code quantity or less in plural coded data as compression coded data. SOLUTION: Memory 2 stores an input signal from a CCD 1 for a fixed period and also repeatedly sends it to a basic encoding part 3. The part 3 performs compression encoding with quantization width from a quantization width operating part 4. A code quantity calculating part 5 calculates bit generation quantity in each macro block timing, sends it to the part 4, also generates a coding end signal when an error to a target bit number, based on a target rate becomes an allowable value or less and makes data that is recorded on a recording part 6 at that time a coded result. Thus, it is possible to always output a coded result within allowable quantity and to insure record time.</p> |
