When a steering angle speed is not higher than a stop threshold level (VS) with a motor current value (Im) maintained within a motor stop range (.DELTA.I) for a predetermined period of time, a motor is stopped. The larger the motor current value (Im) is, the larger the value of the steering torque becomes. Therefore, when the steering torque is small, the motor can be stopped reliably. When the motor is stopped, the starting sensitivity thereof with respect to the variation of a steering angle is set higher in proportion to the value of the steering angle.
